Event Recap: The Cybersecurity Community: What’s Next?

On 5 December 2025, Luxembourg’s cybersecurity ecosystem gathered for a full-day event titled “The Cybersecurity Community: What’s Next?”, organised by the National Cybersecurity Competence Center Luxembourg (NC3) in its role as the national coordination centre (NCC-LU).

The goal: to foster collaboration, explore funding opportunities, and showcase projects under the national funding scheme LU‑CID Funding scheme.

Participants included policymakers, cybersecurity professionals, researchers, and industry players — a mix intended to strengthen Luxembourg’s cybersecurity ecosystem and its alignment with the broader European cybersecurity community.

Setting the stage

The day opened with registration and networking coffee, setting a collaborative tone for what would be a highly interactive and community-driven event.
Pascal Steichen, CEO of the Luxembourg House of Cybersecurity, offered welcoming remarks, followed by François Thill, Cybersecurity Director at the Ministry of the Economy, who outlined Luxembourg’s vision and strategic priorities for strengthening national cybersecurity in the years ahead. Dominique Kogue, Head of NC3, then provided an overview of NCC-LU’s ongoing initiatives aimed at supporting the local actors as well as the centre’s role in connecting national stakeholders with the broader European cybersecurity ecosystem.

Forum Sessions: Co-creating the future

The heart of the event consisted of two parallel forums, designed to spark discussion, gather insights, and collectively shape future directions:

Forum 1 — Strengthening the National Cybersecurity Community

Participants explored how Luxembourg’s cybersecurity actors can better collaborate, share expertise, and join forces around emerging market and technological challenges.
Key themes included community engagement, capability-building, and fostering synergies between public and private sectors.

Forum 2 — Funding Pathways for the Cybersecurity Community

This track focused on the role of national and European funding instruments in supporting innovation and economic growth. Discussions addressed challenges in accessing funding, opportunities for international collaboration, and the importance of building a sustainable ecosystem for cybersecurity innovation.

After lunch, both forum groups reconvened in plenary to present their conclusions, offering valuable recommendations for NCC-LU’s future community initiatives and support programmes.

Showcasing Innovation: Tools, Services & LU-CID Projects

In the afternoon, NC3 presented the tools, services, and support mechanisms it provides to the national ecosystem, highlighting its mission to accelerate innovation, strengthen capabilities, and encourage collaboration. Were presented:

The 8 LU-CID projects

One of the day’s major highlights was the presentation of projects funded under the LU-CID funding scheme, Luxembourg’s national programme supporting cybersecurity research, development and innovation. Each project team had the opportunity to showcase their objectives, approaches, and expected impact.

  • Fresque de la cybersécurité: The Cybersecurity Fresk is a collaborative and gamified workshop designed to raise awareness of digital risks within organizations. Inspired by the methodology of the Climate Fresk, it uses 42 educational cards structured into six logical sequences to help participants understand cyber threats, their impacts, and the concrete actions needed to strengthen resilience.
    Fully accessible with no technical prerequisites, the workshop is facilitated by a certified trainer who uses progressive storytelling and collective discussion to make a complex topic—cybersecurity—simple, engaging and enjoyable.
    Developed in Luxembourg by innovICTion and eligible for training co-funding by Lifelong learning , the project is now fully operational, with several workshops already delivered to companies across Luxembourg. The Business version is ideal for team building, onboarding, or regulatory awareness activities (ISO 27001, NIS2), while the Business+ version provides tailored content aligned with the organisation’s context, helping teams adopt new security practices more effectively.

  • Web3 Electronic Signature: IgniSign provides a Web3-based electronic signature solution, leveraging blockchain technology for enhanced security and compliance under eIDAS.

  • RAISE: Real-Time AI driven Intrusion Detection: Scalable and Explainable - RAISE is a real-time intrusion detection system that uses advanced AI and fast hardware to quickly spot cyberattacks and explain why they were detected. By combining machine learning with transparent, easy-to-understand insights, it helps security teams react faster and with more confidence.

  • DataSecure Decision Engine Project - The DataSecure Decision Engine project aims to automatically detect and stop ransomware attacks in real time by analysing process activity and triggering immediate protective actions. By strengthening the existing DataSecure solution, it helps organizations reduce downtime, avoid costly damages, and better protect their sensitiv data and operations. DataSecure has been in the market since this September and we have our first paying clients. Currently we are looking to expand our customers and to establish partnerships with service providers to reach more clients.

  • Cyberview Project: CyberView is an easy-to-use cybersecurity platform that aims to help SMEs strengthen their security by offering clear insights, practical recommendations, and training all fully integrated and based on data from the Microsoft 365 environment. By simplifying the visualisation of complex security tasks, it enables small businesses to improve compliance, raise awareness, and proactively defend against cyber threats without needing dedicated IT experts.

  • ClickStick (USBTyper): ClickStick is a small USB device that saves you from typing long and complex passwords. Instead, you can select a password on your phone and ClickStick will "type it out" within a second. This works without extra drivers, on any device that understands USB keyboards. The project is open-source, and already has a working prototype.

  • SPOT: Spear-Phishing Overwatching Tool - This project uses advanced AI and natural language processing to detect and prevent targeted spear- phishing attacks, which are much harder to spot than generic phishing. By analysing message context with modern machine learning and large language models—while keeping all data processing within Luxembourg—it helps companies better protect themselves against highly customized and deceptive attack attempts.

  • CYBER SIM: CYBER SIM is an innovative cybersecurity training solution that enhances immersive cyberattack simulations. Designed as a dedicated simulated operating system, it enables real-time coordination, automation of attack scenarios, and AI-driven behavioral analysis. Unlike traditional cyber training environments, CYBER SIM integrates a fully synchronized, role-based experience where participants must respond dynamically to evolving threats.

The LU-CID award ceremony, led by Tom Theves from the Ministry of the Economy, celebrated the outstanding initiatives selected under the two LU-CID calls. These awards underscore Luxembourg’s long-term commitment to building a dynamic, innovative, and competitive cybersecurity sector.

The event closed with concluding remarks from Lisa Burke, who emphasized the importance of continued collaboration and the collective responsibility to strengthen the nation’s digital resilience.

The day ended with a networking cocktail, giving participants the opportunity to reflect on the day, further exchange ideas, forge new partnerships, and discuss the next steps.
